Ομιλία στην Ολομέλεια της Γενικής Συνέλευσης του ΟΗΕ απηύθυνε ο Υπουργός Κλιματικής Κρίσης και Πολιτικής Προστασίας Χρήστος Στυλιανίδης, στο πλαίσιο της συμμετοχής του στη Συνάντηση Υψηλού Επιπέδου με θέμα την Ενδιάμεση Αξιολόγηση της εφαρμογής του Πλαισίου Sendai 2015-2030 για τη Μείωση Κινδύνου Καταστροφών, που πραγματοποιήθηκε στη Νέα Υόρκη στις 17 και 18 Μαΐου.

  Dear Special Representative of the UN Secretary-General for Disaster Risk Reduction,

  Excellencies and distinguished participants,

  Dear colleagues,

First, let me thank the Special Representative of the UN Secretary-General for Disaster Risk Reduction Mami Mizutori for the invitation and for organizing this Mid-Term Review of the Sendai Framework.

Αs one of those who had the honor and pleasure to be part of the negotiations that led to the original Sendai Framework, I am particularly pleased to join you here today.

The Sendai Framework was a bold and ambitious text that followed the Hyogo Framework for Action. It has been the global blueprint for disaster risk reduction efforts. It is a call for action and concrete measures.

Eight years later, this Midterm Review is a milestone. An opportunity to take stock of the progress made so far. To identify gaps. To revisit national strategies. And to reflect on the next steps. Taking into account the hard reality of climate crisis.

In Greece, Prime Minister Kyriakos Mitsotakis took an innovative decision: to establish a Ministry for Climate Crisis and Civil Protection. Bringing the causal relationship between climate crisis and natural disasters to the forefront.

Within this framework, we are bringing scientific knowledge and expertise at the core of our decision making policy processes.

So, we are establishing a National Database for all natural and man-made disasters. Which will be supported by various teams of scientists and experts. Monitoring and modeling all relevant data to inform in advance the operational arm of our response mechanism.

This instrument will be the “scientific” arm for the upgraded Greek National Crisis Coordination Center and of the Hellenic Fire Brigade.

In addition, more synergies and better collaboration as well as exchange of good practices between countries is key.

To that end, we are working closely with our European partners. More specifically, we are actively engaged with the EU Civil Protection Mechanism and rescEU: the most important and successful instruments of cooperation in the field of disaster management in Europe.

Greece has become the rescEU “hub” for the Eastern Mediterranean. And we have taken the initiative to establish a robust regional collaboration under the umbrella of the European Civil Protection Mechanism.

Looking forward to 2030, we need to strengthen our collective action capabilities. And to invest more on education and training. To cultivate a culture of prevention and preparedness among our citizens.

In October last year, the EFDRR Roadmap Action-oriented Dialogue took place in Athens.  One of the most important conclusions was that there is a need for a shift in disaster risk strategy focus from response to prevention.

This must become our priority: bridging the traditional approach to disaster risk management - which focuses on response - with the three key pillars of Prevention – Preparedness – Resilience.

This must become our new commitment.
